Pennsylvania Gaming Industry Sets Another Record, 2025 Revenue Almost $6.8 Billion

In 2025, the casino sector in Pennsylvania achieved a record yearly revenue. It was the fifth year in a row that the commonwealth's gaming income hit a record high.

Gross gaming revenue (GGR), which is the sum of money retained by casinos, iGaming platforms, sportsbooks, video gaming terminals, and fantasy sports platforms after winning bets are paid, was $6,796,211,719 in 2025, according to the Pennsylvania Gaming Control Board (PGCB). Compared to the 2024 GGR of almost $6.13 billion, the over $6.8 billion is a 10.7% increase.

Over $2.98 billion was gained by the state from its various commercial gambling ventures. The tax collection surpasses the previous record of $2.66 billion set in 2024 and represents the most amount of revenue remitted to the commonwealth in any year.

Some of the highest gaming taxes in the nation are found in Pennsylvania. Table games are taxed at 16% and casino slots at 55%. Interactive tables are taxed at 16%, while online slots are taxed at 54%. Revenue from sportsbooks is subject to a 36% tax.   

iGaming was mostly to blame for Pennsylvania's GGR increase, as was the case in nearby New Jersey, where gaming income also hit all-time highs in 2025. Remote players brought in $2.77 billion for online casinos, up 27% from 2024 and more than $593.8 million. Online slots and interactive table games, such as poker, provide income for iGaming.

Additionally, sports betting contributed to the growth of the state gambling sector. $602.5 million of the wagers were retained by the oddsmakers, an 18% increase over the previous year.

The Pennsylvania Lottery, charitable gaming, and unregulated, contentious gaming websites like sweepstakes and prediction markets are not included in the 2025 Pennsylvania gaming income figures.

Playing Legacy Slows

Because they split the profits with their internet partners, Pennsylvania's 17 physical casinos profit from iGaming and sports betting. However, in 2025, the casinos' retail operations faced a slowdown.

Revenue from slot machines came to $2.43 billion, down 0.6% from 2024. Tables fared poorly, with felt win down 1.25% to $925.4 million. Physical casino revenue decreased by 0.8% overall, resulting in a net loss of almost $27 million.

Before the end of the year, more competition for live games is anticipated. This spring, a casino from Saratoga Casino Holdings, based in New York, is scheduled to open in State College at the Nittany Mall close to Penn State University.

The $2.43 billion slot win was still the third-highest annual total in state history, despite the slight year-over-year declines in in-person GGR. With a table income of $925.4 million, it was the fourth-best year ever.

Growth in Gaming 

After Nevada, New Jersey and Pennsylvania are the second and third richest states for commercial gambling, respectively, and they have now seen unparalleled gaming revenue for the past five years.

Nevada has achieved GGR highs four times in a row, with $15.6 billion in revenue in 2024. Even though there have been fewer tourists in Las Vegas this year, gaming has increased.

GGR reached $14.36 billion through November, the Nevada Gaming Control Board's most recent reported month. Nevada is on track to record casino revenue for the fifth consecutive year with this 1.5% year-over-year rise.
